How to read quanifier symbols from file as "" and ""

After opening a dummy text file filled with the universal and existential quantifiers (upside down A and reversed E), how do I force the byte read presumably as

"" or ""

into something TrueBASIC can identify with ORD()?

Use:
LET bytesize=1
OPEN #8: NAME file$, CREATE newold, ORG byte
ASK #8: FILESIZE total
FOR n=1 to total
SET #8: RECSIZE bytesize
READ #8: char$
! The ASCii code for each byte in the file can be found with
LET ASC=ORD(char$)
NEXT n
CLOSE #8
